What is MoSCoW Method?

MoSCoW Method is prioritization framework used to categorize requirements or tasks into four distinct groups: Must have, Should have, Could have, and Won’t have, to ensure time, budget, and resources are allocated efficiently. Commonly applied in software development, project management, and product planning, the method helps teams identify non-negotiable needs, important but not critical items, optional enhancements, and tasks to exclude for now. Developed in the 1990s by Dai Clegg during his time at Oracle, the MoSCoW Method remains a widely used tool for aligning stakeholders, managing expectations, and maximizing value delivery.
